Mudhaa'af is only when the last two letters (ayn and lam position) are the same letter and they become merged together (idghaam) (eg. marara = marra). In your example the last two letters are different (raa and faa).

I'm talking about يُكَرِّر whose base letters are kaf/ra/ra, right?
